Foster Youth Ombudsman, Shalita O’Neale

As Maryland’s Foster Youth Ombudsman, Shalita O’Neale brings a wealth of both personal and professional experience to the position. A foster youth alumna, she is a University of Maryland College Park graduate with a BA in criminology, and a Masters of Social Work from the University of Maryland Baltimore. Shalita founded Fostering Change Network LLC, a consulting firm that provides technical assistance to organizations, agencies, and individuals that serve transitioning and former foster youth in the areas of program, nonprofit, and curricula development. As an advocate for strong community collaborations and partnerships to service the foster youth population, Ms. O’Neale serves on the Casey Family Services Baltimore Advisory Board, the Board of Directors for the National Center for Housing and Child Welfare, and the Board of Directors of Legal Aid Bureau, Inc.
